It might have knocked Apple out of their target price range, or it may have just been too difficult to get implemented before this announcement. Does the iPad run iChat? If not, then that may be why the front facing camera was left off?
This may just be the light sensor used to dim the screen brightness.

Did my semi past-tense poor English get you? That is my job! hahahaha. Actually, it could be the light sensor - it could be. But, the module purportedly found by Mission is the same found in a MacBook including mic and camera. In any case, it would have been nice to have an in-built camera. Certainly better than having a video conference via the sold-separately camera dongle and then saying, "oh wait, my battery is running dim, let me just plug my iPad i-". While I like the idea of a stripped down OS, removing a camera, or not including one at all is a poor decision.
Ok, how the hell would a minor company in the US get spare parts for the iPad months before it's official release? This is definitely a hoax.
